• Bah, sorry I didn't respond to you earlier. About spamming recentchanges: I would say if you have more than like five edits within five minutes, people are going to notice, and if you go over ten they'll get pissy, so try to get all your work into one edit. As far as IRC goes, there are only a few people who have power over glines -- weev, ajt, eppigy, and neolobster, I think.
